The expenditure estimates proposed in the 2025 Appropriation Bill stand at N49.7 trillion, significantly above the 2024 approved budget size (including amendments) of N28.8 trillion. All key provisions except capital expenditure increased in the 2025 budget proposal. Sectoral breakdown of the proposed budget showed that the Defence & Security sector takes the largest share of the budget, followed by the Social Services sectors (Education and Health). Meanwhile, the key assumptions underlying the budget proposal are quite ambitious, requiring bold steps to be taken by the government to achieve the set targets.
