The National Assembly Business Environment Roundtable

BACKGROUND

The National Assembly Business Environment Roundtable (NASSBER) was created as a platform for the legislature and the private sector to engage, deliberate and take action on a framework that will improve Nigeria’s business environment through a review of relevant legislations and provisions of the Constitution. It is a partnership between the National Assembly, Nigerian Economic Summit Group and Nigeria Bar Association’s Section on Business Law, supported by the defunct ENABLE II programme of the UK Department for International Development (UK-DfID). It is expected that this framework will support reforms designed to make Nigeria’s economy globally competitive, achieve inclusive growth and sustainability, create jobs, and cater to the wellbeing of Nigerians.

To facilitate the development of an enabling environment for business by influencing the enactment/review of enabling legislation

UPDATE

On the 3rd of May 2018 the following NASSBER bill were passed by the House of Representatives:


  • A Bill for an Act to Repeal the National Inland Waterways Authority Act, Cap. N47, LFN 2004 and Enact the Nigerian Inland Waterways Bill, Establish the Nigerian Inland Waterways Authority to provide for the Management, Regulation and Development of the Nigerian Inland Waterways and to Promote Private Sector participation in the Development of the Nigerian Inland Waterways in Nigeria and for Related Matters (HBs. 267 and 854). This bill was under NASSBER’s Infrastructure Working Group.

  • A Bill for an Act to Amend the Coastal and Inland Shipping (Cabotage) Act, No. 5, 2003 to restrict the use of Foreign Vessels in Domestic Coastal and Inland Commercial activities, to Promote the Development of Indigenous Tonnage and Establish a Cabotage Vessel Financing Fund and for Related Matters (HB. 529). This bill was under NASSBER’s Trade Working Group.
